Imani Daniel,
Board President

Guided by a deep commitment to equity, empowerment, and community transformation, Imani Daniel integrates her values into every role she undertakes. As an ancestral Virgin Islander, she brings an unwavering dedication to social and environmental justice and sustainable development. After graduating from All Saints Cathedral School in St. Thomas, VI she studied Political Science and Psychology at the Johns Hopkins University in Baltimore. Shortly after graduating, she returned home to the Virgin Islands to spend time with her family and begin her professional career.


Daniel is driven by the belief that meaningful change begins with people, grace, intentionality, and collaboration. She currently holds various roles—as Delegate to the VI Sixth Constitutional Convention, strategy consultant, disaster recovery champion, transformational coach, climate justice and food sovereignty advocate, and visionary for community-driven initiatives. As a Board President for the Family Resource Center, Inc., Daniel brings a wealth of experience in people, pathways, and policy with a deep commitment to supporting the staff of this vital organization that empowers current and future generations.

Jose Raul Carrillo,
Board Vice President

José Raúl Carrillo was born on St. Thomas and is a proud product of this community. From an early age, he learned the importance of giving back. Believing in the mission and work of the Family Resource Center (FRC), he became a dedicated long-term volunteer. Over the years, he has served on the Board of Directors and worked alongside every Executive Director, beginning with the founding ED, Dr. Alice Hamilton. 

For many years, he had the honor of serving as Board Chair. After successfully recruiting the current Chair, he passed the baton and now serves as Vice Chair. 


In 2021, he retired from the University of the Virgin Islands—his alma mater—after 35 years of service. Additionally, he served as Chief of Protocol in the Governor’s Office for 10 years. 


Beyond his work with FRC, Mr. Carrillo is deeply committed to several other community organizations, including the Virgin Islands Council on the Arts, WTJX Public Broadcasting System, and the University of the Virgin Islands Board of Trustees. 

Dr. E Aracelis Francis,
Programs Committee Chair

E Aracelis Francis, PhD, ACSW, LISW, retired in May 2019 as Associate Professor of Social Work at the University of the Virgin Islands. Prior to that she was the Director of the Minority Fellowship Programs at the Council on Social Work Education (CSWE) for 23 years. She later held the position of Chief of the Bureau of Day Care Services and Executive Director, Office of Planning and Development, also at the Department of Social Welfare.  She completed her undergraduate degree at Inter American University in Puerto Rico and her graduate degrees at the University of Chicago and Columbia University. As an NASW member, she served in leadership positions in both the Washington, DC, and Virgin Islands chapters. 

She was a full-time faculty member at Adelphi University in New York, the University of Maryland, and an adjunct associate professor at Howard University in Washington, DC.  She has authored several articles and serves as a member of the Editorial Advisory Committee for the Caribbean Journal of Social Work. In the early 1970s she was the project associate for the CSWE Black Task Force.  

Dr.Francis’60-year career in social work has included faculty positions, administrative positions, project management positions, research positions, board memberships, and consulting. She is an NASW Pioneer and board member of the Virgin Islands Board of Social Work Licensure and the Family Resource Center in St. Thomas. Although retired, she continues to be involved in social work activities.

Sheena Conway,
Governance Committee Chair

Sheena Conway, Esquire, is a passionate advocate for Virgin Islanders to exercise their  right to live in households that are free from violence.  She has been an active member of the Family Resource Center, Inc. (FRC), Board of Directors since 1994. During this time, she has served on the FRC Board in numerous leadership positions. She is a practicing attorney in the US Virgin Islands. A graduate of Purdue University and a very proud alumna of the Howard University School of Law. Also, she is a Bamboula dancer, actress and an arts enthusiast!adership positions. Byron Todman,
Buildings and Grounds Committe Chair 

Byron A. Todman was born and raised on the island of St. Thomas in the U.S. Virgin Islands.  After high school, he attended Lawrence Technological University in Southfield, Michigan where he double majored and earned a Bachelor’s Degree in Civil Engineering and a Bachelor’s Degree in Business Administration in June 1985.  He went on to earn a Master’s Degree in Civil Engineering from the University of Florida in Gainesville, Florida in August 1986. Byron is a licensed professional engineer.


In 1991, Byron started his military career by joining the Virgin Islands Army National Guard.  During his military career, he participated in missions in the Caribbean, South America, the United States and Europe.  Byron ended his military career in 2021 at the rank of Chief Warrant Officer 5 (CW5).  He continues to serve the Virgin Islands National Guard in a civilian role as the Construction and Facilities Management Officer.


As a member of the Board of Directors of the Family Resource Center, Byron serves as the chairman of the Buildings and Grounds Committee. Byron has been a lifelong member of the St. Andrew’s Episcopal Church and has served several terms on several of its committees. 


Byron is married to Julie Smith Todman and together they have three (3) children – Byron, Jr., Myles, and Kalil.


Josephine Magras,
HR Committee Chair


Josephine Magras is President of Baker Magras & Associates, Inc.  With over 25 years of experience in the insurance industry, Josephine has been instrumental in driving company vision, values, and growth. 

 

Raised in St. Thomas, Josephine is passionate supporter of the people of the Virgin Islands.   With deep roots in the community, she understands the unique challenges and opportunities that residents face.  As a member of the Board of Directors Family Resource Center, Josephine fervent supporter of its mission to assist individuals affected by domestic violence and sexual assault. 

Markita Williams, Development Committee Chair

Markita Williams is a Georgia native and U.S. Army veteran with an Associate’s degree in Behavioral Science, a Bachelor’s degree in Social Science specializing in Mental Health and Substance Abuse, and an MBA in Organizational Psychology and Development. 


With over 20 years of experience in human services, including community outreach and emergency management, Markita has a unique ability to understand the needs of individuals and communities, enabling her to develop comprehensive solutions.


As a certified speaker, trainer, and life coach through the John Maxwell Team, she is a strong advocate for personal growth and development, focusing on empowering individuals to achieve their goals. Markita's commitment to community service is evident in her active volunteer work with various outreach programs.


Grounded in faith, she believes in the transformative power of belief and action, which fuels her passion for community development and implementation.

Sean A. Georges

Sean A. Georges affectionately referred to as “SKULE” is a proud product of the United States Virgin Islands. Sean attended the Lockhart Elementary School, Addelita Cancryn Junior High School and graduated a die hard Chickenhawk in 1991 from the Charlotte Amalie High School.  In 1997 and 2000, Sean obtained a Bachelors of Arts in Business Administration and Masters of Arts in the same, respectively. Even as a young graduate, Sean was eager to serve his local community and knew his talents were best served on island. 


As well as serving on the FRC Board, Sean is also committed to the territory on a whole. He supports various social organizations such as the Rotary II, Brothers With A Cause, Nana Baby Children’s Home, Bethlehem House, MAN UP, the VI Boxing Association. Sean recently became a member of the Downtown Revitalization Group. A proud member of the Omega Psi Phi Fraternity Inc., Sean lives his life according to the Organization’s pillars, Manhood Scholarship, perseverance and Uplift. He currently serves as the Deputy Director of Operations at the Department of Human Services.


 Above all, Sean is a devoted father of two children: Sean Jr. and Sydni.

Sean A. Georges is truly committed to the US Virgin Islands. His goal is to achieve positive and

productive social, economical and educational change in the territory.

Tyrone L. Webster Reid

Tyrone L Webster Reid (he/him/they) is an Afro-Caribbean Writer, Community Servant, and Professional Game Master from the US Virgin Islands with roots in Anguilla. He has a background in Urban Agriculture, Disaster Management, and Youth Athletics.


He's owner-operator at ReddJack.com where his Tabletop Roleplaying Content, Poetry, and other writings live. He serves as Operations Consultant at the creatives-and-youth nonprofit Elevatewi and Co-Founder of the St. Thomas Recovery Team.


He has had his poetry featured in the anthology "Like Salt and Wet Soil" and hosted live game during BIPOC Vamp Day 2024 for their Sickle-Cell Fundraising Event. He holds a Systemic Archery Training Rangemaster Certification and a Second Degree Black Belt in Aikido via American Aikikai Federation.


Tyrone has served on the Family Resource Center Board since 2018 and enjoys the prestigious title of de-facto Tech Guy.
